  Main Functions:

  1. Implement state laws, rules, regulations and policies concerning finance, budget, taxation and financial accounting; guide the municipal finance work; formulate the local rules, regulations and policies concerning finance, budget, taxation and financial accounting and supervise their implementation.

  2. Draft mid-and-long-term financial plans and the financial and taxation development strategy of the city; draft annual budget and organize its implementation; report annual budget of the city to the Municipal People's Congress, and final accounts to the Standing Committee of the Municipal People's Congress as entrusted by the Municipal Government; participate in making major economic decisions and policies, regulate economic operations through financial means, taxation and subsidies and balance the allocation of financial resources within the city; manage financial revenue as approved by the Municipal People's Congress and supervise the implementation of budget at all levels; take charge of the distribution and allocation of financial funds.

  3. Implement rules and regulations on fiscal, financial and accounting management; guide the financial management of state-owned enterprises, shareholding enterprises, state-owned enterprises located in foreign country and foreign invested enterprises and supervise the implementation of General Regulation on Enterprise Finance; implement Financial Rules on Governmental Units and Financial Rules on Public Service Institutions; manage the funds outside the budget and special financial accounts; Manage governmental funds; examine and approve financial revenue and budget.

  4. Supervise and inspect the enforcement of laws and regulations on finance and taxation; propose tax deduction and adjustment tax item and tax rate under its jurisdiction.

  5. Manage public expenditures of the city; manage in-budget fund of administrative institutions, public service units and social organizations; undertake the allocation and payment of personnel working in governmental agencies and institutions; draft and implement government procurement policies; formulate expenditure standards and policies.

  6. Draft the reform plans, and regulations of state-owned assets management and supervise the implementation; confirm, clarify and register the ownership of state-owned assets of state-owned enterprises; take charge of the statistics and analysis of state-owned assets; guide and supervise asset evaluation.

  7. Handle municipal financial expenditures on economic development; take charge of financial appropriations for investment projects, financial funds for potential-tapping and renovation, science and technology expenditure and urban maintenance expenditure.

  8. Supervise the implementation of financial management policies on social security funds; draft relevant financial system; manage financial expenditures on social security.

  9. Implement the State Agriculture Taxation Law and policies on agriculture input; organize the collection of varied agriculture tax items and manage the financial input on agriculture; manage municipal agriculture-supporting funds.

  10. Take charge of the negotiation of loans from foreign governments and international financial organizations; take charge of the financial management of loans; manage the expenditure on foreign affairs and approve the exchange quota used by officials from the Party and the government for going abroad on business.

  11.Draft rules and regulations on financial budget accounting and supervise their implementation; guide accounting work of the city, organize and guide the designation of accountants; guide and supervise the work of certified accountants and accounting firms; guide and manage auditing work.

  12.Be responsible for the approval and management of administrative charges; manage income of fine and confiscation and other revenue, manage and supervise funds outside the budget; manage lottery tickets; take charge of the management of government bonds; supervise the finance of local commercial banks and credit cooperatives.

  13. Supervise the enforcement of financial and taxation guidelines, policies, laws and regulations; detect and report major problems in the management of financial revenue and expenditure; put forward policy proposals on ways to improve financial management of the city.

  14. Formulate scientific research and education on finance programs; organize the training of financial professionals; work on financial information and publicity.

  15. Guide the selection of hardware including computers, network, operating system and database system software platform used in the financial sector.

  16Undertake other duties assigned by the Municipal Committee of CPC and the Municipal Government.
